Abstract: Between April and May l939,at the request of the Japanese authorities, the Shanghai International Settlement repeatedly banned and restricted foreign-funded Chinese newspapers that carried out anti-Japanese propaganda in the“isolated island”,which was known as the“May Crisis”. This crisis reflected the competition among China,Japan, the USA and the UK as wellas other countries over the special area of the International Settlement during this special period. In the end,the UK,the USA and other countries sacrificed anti-Japanese propaganda and other routine activities in exchange for the temporary preservation of their core interests, and this situation was also accepted by China and Japan. On a deeper level, this incident reflects the special status and role of propaganda work in diplomatic negotiations.
