Compliance Guidelines for Food Enterprises: Analyze and Response to the New Groundbreaking Labeling Regulations

Abstract

Food labels serve as the primary channel for consumers to obtain product information,and their standardizationand transparency directlyimpact purchasing decisionsand market order.The three groundbreakingcoreregulationsinthefood labelingarea一theFood Labeling Supervisionand Management Measures,the revised GB7718一2025National Food Safety Standard—General Standard forthe Labeling of Pre-packaged Foods,and the revised GB 28050-2025 National Food Safety Standard—General Principles forNutrition Labeling of Pre-packagedFoods,have comprehensivelyamended food labeling rules.Thisarticle thoroughlyanalyzes the keychanges in thenewregulations byanalyzing typical cases andenforcement practices,including requirements of theauthenticityoffood naming,restrictions oncontent claims,enhancedadditive transparency,standardized claimsfor special populations,disclosure rules for commissioned production,and innovative applications of digital labeling.Italso examines upgraded mandatory labeling requirements such as the dual-indication format of production date/expiration date,alergen labeling, and new salt-oil-sugar advisory statements.Furthermore,the article highlights potential legal risks under thenew framework,proposes corresponding response strategies,and advises food enterprises to shift from passive compliance to proactive management.
