Thisarticleaims toexploresolutionsforthedeficiencyinfoodsafetyregulatorycapacitycausedbytherapid growth offood productionand businessoperatorsand thecontinuous reduction inadministrativesupport staff Basedon the curentsituationoffoodsafetyregulationinTaishanCity，thispaperanalyzedtheproblemsof regulatoryinformation silos，foodsafetyinformationasymmetryandimbalanceofregulatorycostsandbenefitsthatexistinfoodsafety regulation，andcombinesthedistributed，tamper-proof，andtraceablefeaturesofblockchaintechnologytodesign afoodsafetyregulationsystemmodelconsistingof twoparts，internal governmentalinformationandexternal food safetyregulation.Themodelconstructedapolycentricregulatorypattrn，which helped tosolve the problemsof infomationasymmetry，distortionandnon-traceabitamong thesubjectsinthefoodregulatorychain，andpromoted therealizationofeficientandinteligentregulationthroughsmartcontracts，whichcouldprovidetechnicalsupportfor promoting the high-qualitydevelopment offood safetyregulation.
