数智时代算法化治理的运作机制及其边界调适

Abstract: With the deep integration of digital and inteligent technologies into social structures,algorithmsmediated governance, as a new governance paradigm of mutual construction between technology and society, realizes the coordination and control of social aairs through algorithmic systems.Based on the fourdimensional analysis framework of“subject-data-algorithm-scenario”,the internal logic and co-evolution of algorithms-mediated governance operations are systematically deconstructed. This governance paradigm drives the transformation of governance subjects with the role of“producer and consumer”, shapes governance logic through the workflow of data collection, processing, application and feedback,realizes the automation and precision of the decision-making paradigm with the technical intermediary function of algorithm tools,and forms specific adaptive governance models in scenarios such as public sectors, commercial platforms and social governance.The efective operation of algorithms-mediated governance depends on the continuous interaction between technological empowerment and boundary adjustment.
