Abstract：Theriseof generativeartificial intellgence（GenAI），represented byChatGPT，challenges technology developers，usersandregulators tofindabalance between“technological innovation”and“ethicsofresponsibility".Theformation of AIGC responsibility ethics crisis isrooted in its unique inducing mechanism，which includes three aspects：technical autonomy promotes thedissolutionof responsibilitysubjects，virtual interface causes the ambiguityofresponsibilityconsciousness，andalgorithmblackboxaggravatesthedificultyofresponsibilitytraceability.Inviewof this，from theethicsperspectiveofFrench philosopher BernardReber，the GenAIresponsibility ethics is embedded with theconceptandmethodof responsible innovation，and then the forward-looking and targetedresponsibility ethics normsare formulated.By constructing ethical responsibility chainand multi-party governance model，enhancing moral sensitivityand behavioral ethical guidance，promoting algorithm transparency and ethical review mechanismand other governance means，the aforementioned GenAI responsibility ethical issues canbeeffectivelymanaged，promoting the transformationof GenAI technology from“generative”to“responsible” paradigm and working together to shape a more responsible and sustainable GenAI innovation ecosystem.
