Abstract：This paper examines the transformation of an obsolete office building on Rue Mouzaia in Paris's 19th arrondissement一 originally constructed during the“Trente Glorieuses"period-into social housing，as a case study for rethinking housing design in the ageofarchitectural transformation.Designed by Canal Architecture and commissioned by the public housing agency RlVP between 2015 and 2019，the project unfolds under a complex interplay of institutional regulations，technicalconstraints，andmaterial legacies.Thearticle first identifies the structural sources of "constraint" in social housing design，including time pressure， legal codes，governance mechanisms， and pre-existing built forms.It then analyzes how the architects， guidedbyadesignethicof“economyofmeans，"reinterpreted existingresources to enablediverse livingarrangements.Finally，the paper highlights the institutional， cultural，and social implications of theproject，framing itasa third path between new constructionand heritage preservation，and asa sustainable experimental model for urban regeneration and housing design.
