Abstract：【Objective】Theimplementationofthe forestchief system facesthedualchallengesofverticallinkageand horizontalcolaboration.Among them，horizontalcollaborationisparticularlydifcultbecauseitinvolvesmultiple interestsand there isnostrict hierarchicalrelationship between subjects，which hasbecomeakeybotleneck hindering theeffcientoperationof theforestchiefsystem.Therefore，itisof greatpractical significance toclarifytheinteraction betweenthevarious horizontal stakeholdersandpromotetheestablishmentofa horizontal cooperationmechanism. 【Method】Inthisstudy，thehorizontalstakeholdersof the forest chiefsystemweredividedintomanagement stakeholders，supervision stakeholdersandpassive stakeholders.Basedonthestakeholder theory，a theoretical analysis framework was constructed，and a three-party asymmetric dynamic evolutionary game model wasestablished.The evolutionarystabilityand evolutionarypath ofeach party’sstrategyselection weresimulatedandanalyzed.【Results】（1） The importance of ecological location，the richnessofforest resources，the development level offorestry industry，and theatentionof superiordepartmentsandlocal governmentswere theextemal factorsaffcting thechoiceof horizontal cooperation behaviorof thethree parties，whichafectedtheexpectedbenefitsandcostsofthechoiceof horizontal cooperationbehaviorof the threeparties.（2）The expectedreturnand thecost werenotonlythe internal factors that afcthechoiceofthe three parties‘horizontalcooperation behavior，butalsothe keyvariables thatdetermine the choiceof thethreeparties’behavior.（3）It’sadificultproblem tomobilizetheirparticipationenthusiasminthe horizontalcooperationof the forest chiefsystem，because some pasive stakeholders were outside the forest chief system. 【Conclusion】Tostrengthenthehorizontalcoperationoftheforestchiefsystem，it’skeytoacceleratetheconstructionof along-term mechanismwhich could follow the principlesofrestraintand incentive compatibilityofallparties，and they form collective action through improving the assessment system and reward and punishment system.The purpose of the horizontalcooperationistopromotethe transformationof the forestchief system from“nominal”to“real”assoonas possible，fromcomprehensive establishmenttocomprehensiveeffctiveness，andtoachieve theunityof nameandreality.
