Abstract:Thecurrentmaincontradictionrestricting China’spipelineconstructionisthecontradiction between theprogressof engineeringconstructionandthesafetyandstabilityoftheproductionoperationofthedliveryobjects.Tosolvethecontradictionof oppositioandunitybetween“engineringconstruction"and“productionoperation”,engineeringconstructionandprojectaageent experiencefromrenowedoilandgaspipelineenterprisesinChinaandabroadwasanalyzedandsummarized.Themaincontradictions restrictingthedevelopmentof pipelineconstructionwerestudiedandgeneralized.Themanagementinstitutionsof engineering construction(referredtoas“construction")andproductiooperation(eferedtoas“operation")wereproposedtojointlyforamajor projectengineeingonstructionmanagementteam,withteuifidgoalofthetrisicsafetyandfuctioaloptiizatioofpieline enginering.Withtheideaofengnering“construction”forbetter“operation”ofproduction,a“construction-operationintegation” engineeringorganizationalmanagementmodelwasformed.Thismodeldeeplyintegratesengineringconstructionmanagementand productionoperationmanagement.Asalandmarkachievementforthelong-standinginovativemanagementofPipeChina,the “construction-operationintegration”modelmtsthediversifieddemandsoftheengineeringcostructionandproductionopration withintheengineringmanagementsystem.Thehigh-qualitydevelopmentofteoilandgaspipelineconstructionisthusadvancedby the diversified synergy.
