Abstract：Thecurrentmaincontradictionrestricting China’spipelineconstructionisthecontradiction between theprogressof engineeringconstructionandthesafetyandstabilityoftheproductionoperationofthedliveryobjects.Tosolvethecontradictionof oppositioandunitybetween“engineringconstruction"and“productionoperation”，engineeringconstructionandprojectaageent experiencefromrenowedoilandgaspipelineenterprisesinChinaandabroadwasanalyzedandsummarized.Themaincontradictions restrictingthedevelopmentof pipelineconstructionwerestudiedandgeneralized.Themanagementinstitutionsof engineering construction（referredtoas“construction"）andproductiooperation（eferedtoas“operation"）wereproposedtojointlyforamajor projectengineeingonstructionmanagementteam，withteuifidgoalofthetrisicsafetyandfuctioaloptiizatioofpieline enginering.Withtheideaofengnering“construction”forbetter“operation”ofproduction，a“construction-operationintegation” engineeringorganizationalmanagementmodelwasformed.Thismodeldeeplyintegratesengineringconstructionmanagementand productionoperationmanagement.Asalandmarkachievementforthelong-standinginovativemanagementofPipeChina，the “construction-operationintegration”modelmtsthediversifieddemandsoftheengineeringcostructionandproductionopration withintheengineringmanagementsystem.Thehigh-qualitydevelopmentofteoilandgaspipelineconstructionisthusadvancedby the diversified synergy.
