Abstract：Undertaking industrial transfer is essential for upgrading industrial structures in traditional industrial cities and achieving regional coordinated development.Based on the connotation requirements of highquality industrial transfer，this study utilized the entropy-weight TOPSIS method to evaluate the capabilities of industrial transfer in southern and western Hunan，focusing onthree dimensions：industrial atraction capacity， industrial carrying capacity，and industrial development capacity.The findings revealed regional disparities and an overall steady growth trend in these capabilities.However，challenges such asmacroeconomic cyclical adjustments and inadequate infrastructure investment persisted. These results highlighted the need for policy measures，including theoptimization of business environments，innovation of investment atraction，orderly reception of industrial transfer，and enhancement of talent supply systems.
