[ABSTRACT]ObjectiveTo investigate thecurrnt statusand changingtrendofmedical serviceeficiencyin Qingdao public comprehensivehospitals，andtoprovideareferenceforhospitalstoimprovemedicalserviceeficiencyMethodsThesupereficiencyEBM modeland Malmquist indexofthedata envelopment analysis wereused to perform staticanddynamic analysesof medicalserviceeficiencyinQingdaopubliccomprehensivehospitalsfrom2Ol9 to2O23，andtheinputindicators involvedinthevaluationincludedthenumberof health technicians，thenumberofactualbeds，andthetotal valueofequipmentovertenthousand yuan，whiletheoutput indicators includedthenumberofoutpatientvisitsand the numberof patients discharged.ResultsIn termsof staticeficiency，the meanmedicalserviceeficiencyofQingdaopubliccomprehensive hospitalsincreasedfrom.89fto 0.981in 2019—023，withameanoveralleficiencyof0.942，whichshowedanincreasingtrend，butitwasgenerallyinan-DEA efective state.In terms of dynamic eficiency，the overallmean valueof total factor productivity（TFP） index was <1 in Qingdao public comprehensive hospitals in 20l9—2023，with great fluctuations in the number of hospitals with TFP>1 ，and the overall efficiencyof thehospitalswasunstable，withtechnological progressasthe main influencing factor.ConclusionThemean medical serviceeffciencyinQingdaopublicomprehensivehospitalsissatisfactory，butitstilndstobecontinuouslyimprovedItisre commended thathospitalsshouldtakethepromotionof technologicalprogressastheanchorpoint，implementtargeted measures to address weakneses，andefectivelyimprove medicalserviceeficiency，andmeanwhile，theyshouldstrengtheninter-hospitalcoo peration to achieve an overall leap in the level of regional medical services.
