A New Paradigm of Openness： How High-Standard Opening-Up Facilitates China'sAscent inGlobal ValueChains

Abstract： High-level opening-up plays a pivotal role in advancing comprehensive reforms and establishing China as a leading trading nation.Basedon paneldata from 30 Chineseprovinces spanning 2O12-2O23，this study examines the impactof high-levelopening-uponglobal valuechain （GVC）upgrading.Theresults demonstrate that high-level opening-upexertsasignificant positiveefectonGVCupgrading.Technological self-relianceand industrial structure upgrading serveas crucial transmision channels through which high-level opening-up facilitates GVC upgrading. Notably，the impactof high-levelopening-uponGVCupgrading followsanon-linearU-shapedpattern.Furthermore， the enabling efectsof high-level opening-up manifest more prominently in eastern regions and non-resource-based areas compared to other regions.Accordingly，this study proposes policyrecommendations including improving openingupplatforms，enhancing indigenous innovation capabilities，promoting colaborativeagglomerationofhigh-tech industries，andtailoring opening-upstrategies tolocal conditions，with theaimofprovidingvaluableinsights for constructing a new and higher-level open economic system.
