Abstract：Institutionalinnovation liesatthecoreofdeepening reformandserves asacrucial guarante forbreakthroughs in keycore technologies，aswellas forachieving self-reliance and strength inscienceandtechnology.Drawing on new institutionaltheoryandopen innovation theory，thispaperutilizes dataontheestablishmentofChina'spilotfree trade zones from 2011 to 2O22，along with empiricaldata from Chinese high-tech manufacturing enterprises.Byemployingan asymptoticdiference-in-diferencesfixedefectsmodel，thestudyempiricallinvestigatestheimpactofinstitutional inovationonenterprises'breakthroughsinkeycore technologies.Thefindings demonstratethat institutional innovation hasasignificantpositiveefectonenterprises’breakthroughsinkeycore technologies.Furtheranalysisreveals that institutional innovation facilitates thesebreakthroughs bypromoting entitiescollaborationandstrengtheningthe ffective pathwaysofenterprisestrategicflexibility.Heterogeneityanalysisindicatesthatthepositiveimpactof institutional innovationismorepronounced ineasternregions，largeenterprises，andcompaniesnotyetintegrated intoglobal innovation networks.
