Abstract：This essay employs a dynamic QCA method to investigate thepathways for high-quality development of specializedand innovativesmalland medium-sizedenterprises （SMEs），utilizing paneldatafrom186"LitleGiant"listed enterprises spanning the period from 2018 to 2O22.Research findings： the high-qualitydevelopment of specialized and innovativeSMEs istheresultofthecombinedefectsofatention focus，attentioncontext，andstructuraldistributionof atention.Thereare fourpathways tohigh-qualitydevelopmentandfourpathways tonon-high-qualitydevelopment.The process of high-qualitydevelopmentforthese specializedand innovative SMEsinvolves an "R&D investment trap"，where lowR&Dinvestmentisacorefeatureof the high-qualitydevelopmentpathways.Incasesof attentionmisalignmentor insuffcientcontextual support，highR&Dinvestmentcanactuallhinderanenterprise'sabilitytoachievehigh-quality development.Government support isa keycondition for promoting the high-qualitydevelopmentof specialized and innovativeSMEs.Theprioritizationofexplorativeversusexploitativeinnovation isnotfixed;enterprises needtoadjust their attention focus based on their own resources and external environment.
