The Impact of Business Environment Evaluation on High-Quality Urban Economic Development： A Quasi-Natural Experiment Based on"China Business Environment Trial Evaluation"

Abstract：This essay takes the "China Business Environment Trial Evaluation"asa quasi-natural experiment and employsamulti-perioddiference-in-diferences model toanalyzethe impactandunderlying mechanismsof business environment evaluationon high-qualityurbaneconomic development，based onpanel data from 245cities in China spanning theyears 2OO7to 2022.Research findings： business environment evaluation significantly promotes high-quality urban economic development，and thisconclusionremainsvalid after aseries of robustness tests.Mechanism tests reveal thatincreasinggovernmentatention，promotinggreen innovation，stimulating entrepreneurial vitality，andenhancing human capital are the main mechanisms through which business environment evaluation impacts high-quality urban economicdevelopment.Furtheranalysis indicates that thispositiveimpact is morepronounced insmalercities and those with weaker cadre promotion incentivesand is significantly moderated bytheconstructionof digital infrastructure.The research findings provideempirical evidenceand decision-makingreferencesfor further optimizing the business environment and promoting high-quality economic development.
