Abstract： Based on the policy guidance of "Opinions on Accelerating the High Quality Development of the Tea Industry"， combined with the development achievements and existing shortcomings of the tea industry in Shandong Province during the14thFive-YearPlanperiod，andbasedonthestrategicrequirementsofthenational15thFive-YearPlanto"coordnate the developmentofscience and technologyagriculture，green agriculture，qualityagriculture，and brand agriculture"， this article systematicaly expounded the basicconditions and core challenges ofthe high-quality development of the tea industry in Shandong Province. It proposed a development framework that takes the development ofnew quality productive forces in the tea industry as the fundamental driving force，the "ThreeTea Coordination"as the guidance， andthe upgrading of the entire industrychainas the starting point.Itconstructed a specific implementation pathfrom fourdimensionsofcultivarinovation，qualitycontrol，brand integrationandbusinessmodel integration，supportedby complementary systems in policy，technologyand finance，providing theoretical support and practical reference for building a high-quality development highland for the tea industry in northern China.
