Abstract：The high-qualitydevelopmentofthecultural industry，whichyields both social and economicbenefits， is an inevitable choiceamid the further comprehensive deepening of reforms.It serves to align with the people's aspirations for a beter life，optimize the economic structure，and advance Chinese-style modernization. Employing the literatureanalysis method，this study examines the innovative，contemporary，holistic，and open characteristics of high-qualitycultural industry development.Specifically，it clarifies the guiding principles： upholding the Party's leadership，adhering to a people-centered approach，maintaining the balance between preserving the essence and pursuiting innovation， embracing a systemic perspective， taking institutional development as the main thread，and advancing law-based governance inallrespects.This study further dissects the reasons for advancing high-quality development through comprehensive reform，thereby clarifying its inherent developmental logic.On this basis，strategies are proposed，including deepening the reform of cultural systems and mechanisms， fostering cultural industry talents through multiple channels，and empowering the innovation of cultural dissemination and service models through digital technology.The research conclusions provide theoretical support and policy references for promoting the high-quality development of the cultural industry.
