Volume-Based Procurement in Public Libraries：Models， Benefits， and Development Pathways

Abstract This paper focuses on the volume-based procurement model in public libraries.In response to current challenges suchas high procurementcosts，loweficiencyandunevenresource quality，the paper systematicallyanalyzes theoperational mechanisms and implementation outcomesof this model by examining two practical cases： crossdepartmental collaboration in Nanjingandaregional pilot program in Changzhou.The Paper finds that volume-based procurement can effectivelyreduce procurement costsand improve efficiency by integrating demand and generating economies ofscale.However，challngesremain inareas suchassupplier selection，contract management，quality assurance，and risk control.Accordingly，the paper proposes countermeasures including the establishmentofascientific evaluation system，strengthenedcontract management，and improvedqualitycontrolandriskearly warningmechanisms. Italsooutlines futuredevelopment directions suchas technological integrationandresource sharing，providing practical references for the optimized implementation of volume-based procurement in public librariesand the promotion of highquality development in the sector.
