The Development Status and Future Prospects of Third-Party Evaluation of Government-Purchased Library Services

Abstract Based on field investigations andonline surveys of typical third-party evaluationcases in China,this paper findsthatinrecent years,third-partyevaluationhas developedrapidly,withagrowing numberofevaluationcases,an increasinglydiverserangeofevaluationinstitutions,variedevaluationmodels,andanexpandingdemonstrationeffect.In practice,third-party evaluation mainly targets county/district librariesand publicreading spaces, with social organizations and experts serving as the primary evaluation bodies.However,insufficient atention is paid to needs assssment and process evaluationwithin the evaluation process.Overall,third-partyevaluationisstillat anexploratorystageof development.Its high-qualitydevelopment requires furtherefortsby both govermmentand society to strengthen responsibilityforsecuring evaluation funding,cultivateand expand the market for evaluation institutions,and actively carry out needsassessment and process evaluation.
