The Development Status and Future Prospects of Third-Party Evaluation of Government-Purchased Library Services

Abstract Based on field investigations andonline surveys of typical third-party evaluationcases in China，this paper findsthatinrecent years，third-partyevaluationhas developedrapidly，withagrowing numberofevaluationcases，an increasinglydiverserangeofevaluationinstitutions，variedevaluationmodels，andanexpandingdemonstrationeffect.In practice，third-party evaluation mainly targets county/district librariesand publicreading spaces， with social organizations and experts serving as the primary evaluation bodies.However，insufficient atention is paid to needs assssment and process evaluationwithin the evaluation process.Overall，third-partyevaluationisstillat anexploratorystageof development.Its high-qualitydevelopment requires furtherefortsby both govermmentand society to strengthen responsibilityforsecuring evaluation funding，cultivateand expand the market for evaluation institutions，and actively carry out needsassessment and process evaluation.
