Trusted Data Space Empowers Integrated Cultural and Tourism Innovation： Zhejiang's Practice and Insights

AbstractThispapersystematically presents Zhejiang’spractical experienceandexemplaryvalue inpromoting inovative integration ofculture and tourism through theconstruction of a trusted data space.Addressing key challenges in the cultural andtourismsector，suchas difficulties indata circulation，securitytrust，anddatautilization，thepaperconstucts adevelopment model guidedby“rules，technology，andscenarios”basedon“sevenpriorities”principle including“entity first，securityfirst，andvaluefirst".Distributeddigitaldentityauthenticationandblockchain-basedevidencestorageare employed to achieve fulifecycle data management，complemented by dynamic permisson control and dual encryption protection mechanisms.Practical outcomes include participation in drafting 12 standard specifications and multiple national standards，formingareplicable“Zhejiang Solution”thatprovides important reference for the digital transformation ofcultureand tourism in other provinces，while also expanding the applicationof trusted data space theory in cultural and tourism contexts.
