Abstract： In 2O25，the University of Cambridge established the Bennett School of Public Policy，with AI at its core driving the shift of public administration from“humanism” to“technology empowerment”and forging a new paradigm of“hard science + soft governance". Leveraging the strengths of British higher education and integrating interdisciplinary resources，it enhances the scientific rigor and efficiency of policies through technologies such as algorithmic evaluation and digital twin，remolding the intelligent pathway of the policy process （identification-formulation-implementation-adjustment）. However，this transformation has sparked controversies over technocracy，with concerns that algorithmic decision-making may erode democratic values and exacerbate“data colonialism” and the global technological divide.The Bennett School seeks to balance efficiency and equity through an ethical framework of“technological humility”，algorithmic transparency mechanisms，and global knowledgesharing compensation mechanisms，yet it must remain vigilant against the risks of technological monopoly.Its“university-government-enterprise triple helix structure”reconstructs the think tank ecosystem，promotes the export of AI toolkits，and accelerates the technological transformation of global think tanks.The Bennett School marks the entry of public administration into the era of“hybrid intelligent governance”，requiring a balance between technological innovation and democratic principles toreshape the global governance system of the 2lst century.
