Quantitative Evaluation Employment Security Policies for Athletes in China Based on the PMC Index Model

Abstract：The employment guarantee policyfor athletes is an important institutional arrangement to promote the highqualitydevelopment the sports industry.It playsa keyrole inpromotingthe sustainable development competitive sports，safeguarding the pressional rights interests athletes， improving the sports talent training system. Based onthe text mining method the PMC index model，this studyconstructeda policy evaluationsystem including 10 first-level indicators 42 second-level indicators， conducted quantitativeevaluations on12 representative policies.The research finds that the rationality completeness the employment guarantee policies forathletes in Chinaarerelatively good.The policydesign presentsa“top-down”hierarchical feature：national-level policies focus on macroplanning，while provincial-level policies focusonpolicy implementation.The existing problems areconcentrated on insuficient policyguaranteeeffectiveness，manifestedas the low level legislative protection lack supporting detailed implementation rules；inadequate scientific management special funds， where insuffcient foresight leads toadeficiency in forward-looking planning scientific evaluation fund utilization；the supply special policies laging behind，especially inkeylinkssuchas thecareer transformation athletes talent mobility，necessitating urgent improvements to the policysupport system.Suggestion：improve the legal guarantee system enhance the level policy effectiveness；optimize the entrepreneurship support ecosystem strengthen the incentive compatibilitymechanism；build a colaborative governance network break down the barriers departmental connection；improve the career empowerment system enhance thecapacity for sustainable development.
