Abstract：The construction of digital archives for major emergencies is a systematic project thatrequires the jointeffortsand collaborativeadvancement of all parties. Actor-network theory providesanewperspective for multiple actorsto collaboratively carry out the construction of digitalarchives formajoremergencies.This paperselects the digital archives project of the Great East Japan Earthquake as a case study，uses the actor-network theory asan analytical framework， and analyzes the actor structure and translation process in the collaborative network of this project.Based on the process review and feature analysis，it summarizes itspractical experience from three aspects：coexistence of subjects，interest connection，and action resonance.
