Abstract：The Measures forthe Manage mentofElectronicArchivesproposedforthefirst timethe "promotion of full-processelectronicarchivesmanagementcapabilityassessment"， which isgroundbreakingfor improvingthe effectiveness of electronic archives managementand promoting the single-set management of electronicarchives.Basedon thenecessityand feasibility of full-process electronic archives management，this paperproposes the construction ofa multi-faceted and collaborative assessment system from both the assessment subject and object：strengthening the supervision and guidance ofarchives management departments，promotingsystematic self-assessment，and involving third- party participationinthe assessment. BasedontheMeasuresfortheManagementot ElectronicArchivesandrelated laws，regulations， andstandards，it clarifies that the full-process electronic archives management capabilityassessmentsystem consists ofelements suchas basic business development，facility system construction，and organizational support.It also advocatestheuseofscientificandreasonableassessment methods to promote the detailed implementation oftheassessment.
