档案馆利用制度研究：框架、问题与建议

——基于31份省级综合档案馆利用制度文本

Abstract： In recent years，the process of establishing arule of law for theuse ofarchives hasaccelerated significantly.This requires comprehensive archives at all levels to promptly re vise theirarchival utilization systems in response tochanges in the archival environment and pub lic needs.Through two rounds of system screeningand an in-depth analysis of the utilization systems of 31 provincial comprehensive archives， textanalysisrevealed that the frameworkof the archives utilization system effectively regulates the use of archives by sorting out the main rules， rulesofconduct，andchannel rules，amongother keycontent.However，there are still some problems，such as redundant and vague system expressions and arigid system model，which limit thevalue of archives in the utilization process.To address these issues，we propose countermeasures to simplify the process by integrating utilizationscenarios，clarifyingdefinitionsandverification rules，encouraging technological innovation， dataopenness， and collaboration. UItimately， these measures will enhance the effectiveness ofarchival services for the benefit and convenience of the public.
