Exploration of the Investment and Funding Model of "Integration of Five Networks"Experimental Road

【Abstract】：This paper makes an in-depth discussonon the investment and financing modeof the“Integrationof Five Networks”experimental road，and proposes three possble schemes，namely the direct government investment mode，the PPP（Public-Private Partnership）mode，and the government investment + PPP mode.Moreover，it conducted adetailed analysis of thefinancialcalculation，advantagesand disadvantagesof these hree modes.Under the conditions of leveraging socialcapital，establishing a user charge system，and reduced the full-cycle financial pressure，it was recommended to adopt the government investment + PPP mode.
