乡村振兴背景下以乡村文化建设实现乡村有效治理研究

摘要 以乡村振兴战略为背景，运用社会主义核心价值观，阐述了乡村文化的理念层、制度行为层和物质层，对理念层、制度行为层和物质层的现状、问题与成因进行了较深入的分析，在此基础上提出了理念层、制度行为层和物质层建设的具体对策和建议，以达到通过乡村文化建设实现有效治理的目标。

Research on Effective Rural Governance through Rural Cultural Construction under the Background of Rural Revitalization

Abstract Taking the Rural Revitalization Strategy as the background and using the socialist core values， this paper expounds the concept layer， institutional behavior layer and material layer of rural culture， makes a more in-depth analysis on the current situation， problems and causes of the concept layer， institutional behavior layer and material layer， and puts forward specific countermeasures and suggestions for the construction of the concept layer， institutional behavior layer and material layer， to achieve the goal of effective governance through rural cultural construction.

乡村振兴需要现代乡村社会治理体制的有效运行，以有效的现代乡村社会治理体制推动乡村振兴，是现代乡村社会治理体制的重要环节，虽然乡村文化建设进行了多年，但是随着乡村人口结构的空心化[1]和人口城市化流动的加速[2]，乡村文化中不利因素更有放大趋势，通过社会主义核心价值观教育推动乡村文化建设和实现乡村有效治理是一个值得思考的课题。（剩余6633字）
