Disputes over the Withdrawal of Land in the Inspection of Land for Capital Construction in Shanghai（1959-1963）

Abstract：Within the historical contextof initiallcorrecting the“Leftist”mistakesand readjusting the national economy，from 1959 to 1963 there was a wave of large-scale inspections of land forcapital construction. The purpose of the inspections was to have land-using units return the land that had been excessively or prematurely acquired in order to support the agricultural front and help overcome the diffcult times.In accordance with the requirements and regulations of thecentral government，Shanghai carriedoutseveral roundsof inspections and disposal of land over the years.During this process，the government，enterprises，and communes engaged in extensive negotiationsand interactions.Some enterprises initially hoped to return less land，butafter the tightening of policy，they generally returnedallthe land as required.The objective conditions of a dense population and scarce land in Shanghai resulted in conflicts between factories and communes regarding the acquisition and return of land.Moreover，the issue of balancing industrial and agricultural development could not be addresed solely through the withdrawal of land.Despite these challnges，through the proactive communications and outreach of governments at various levelsand their stringent enforcement of policy，the land withdrawal initiative ultimately yielded positive outcomes.
