Abstract：With the promulgation and continuous application of the Emergency Response Law of the People's Republic of China，university libraries，to improve emergency management capabilitiesandbuild a soundand feasibleresponse system is the paramount importance in handling emergencies.This paper analyzes the emergency response work system of1O "Double First-Class" construction university libraries，and constructs the system using the Bradleycurvemodelasaframework.It was foundthat thereare currently problems suchas institutionaldeficiencies，single risk coverage，lack of collaborative mechanisms，and lagging revision and updates. Based on the characteristics of natural instinct，strictsupevision，self-management，ndteammanagementstages，keydirectionsforinstituioalconstructionare proposed to assistuniversity libraries inbeterresponding to emergency challenges and enriching relevant theoretical research.
