New Quality Productivity Cultivation and High-quality Development of Ice and Snow Economy ： Based on Logical Correlation and Policy-oriented Perspective

Abstract;Developing newqualityproductiveforces inlinewithlocalconditions istheinevitablepath toachievinghighqualitydevelopment.The growth oftheiceandsnoweconomyservesasa pivotal link in fostering newconsumption drivers. Thestudyaims toclarifythelogicalconnectionbetweencultivatingnewqualityproductivityanddeveloping theiceand snow economy，and promote iceandsnowconsumptionasanewengineofeconomic growth.Thetheoreticallogicunderpinning how new quality productiveforces drives the high-qualitydevelopmentof the iceand snow economy involves three keyaspects： promotingquality transformationthroughcore technological innovation；enhancingeficiency transformationviaoptimal allcationofresources；andfacilitatingpowertransformationbydeepeningindustrialrestructuring.Itisimperativetofully acknowledgethechallngesfacedbytheiceandsnoweconomy，suchasinsuficientsynergybetween technological inovation andindustrial transformation，inadequatefinancialsupportandoverlysinglefinancingchannels，aswellaslowcosumer awarenessand insufficientconsumption momentumintheiceandsnow market.Basedon this，corrsponding suggestionsare proposed：integrating techand industry innovation toboost growth drivers；commiting to sustainable practices throughgreen， low-carbon transition；modernizing talentdevelopmentapproaches for sector-wide integration；advancing policyreforms to strengthen industry ecosystems.
