Designof ecological compensation policy for non-point source pollution control technologies in paddy fields : based on choice experimentsand preference mechanism analysis in the Yangtze River Delta region

Abstract:Confrontingthepracticalchallngesoflackingpopularizationmechanismincontrollngon-pointsourcepolltionnpaddy fieldsandtheloadoptionwilingnessamongstakehoders.Troughhoiceexperimentsandpreferencemechanismanalysisweeand ecologicalcompesationpolicyforsartdrainagedevicsandcarbo-basedorganicfertilizersrespectivelyovering3Oicepruces across 17dministrativevillgesiangu,ZhjangndAniProvince.Weonductpolicydesignesearchwiththefollwingfings: localfinancesouldimplementpricesubsidiesforcarbonbasedorganicfertilizerandteostsutablesubsidystandardforitiih a business scale of O.667 hm² and below is 300-460 yuan ⋅t-1 ,and 300-420 yuan ⋅t-1 for subjects above 0.667 hm²;The choice of policy schemedependsontemargialyieldandmarginalost(fertilierandfertlizaion)ofdiferentorgancferiliesubstitutionuderte differentitedubsidyadard,chsiouscaleeterogeeityWentesusidydardachsdiferenttsholds,sact onthesubstitutionrateoforganicfertlizerhasthethresholdcharacteristicsofbreakpointjumpordecline.Underthescenarioofnot levyingfarmlandtailwatersewagecharges,itissuggestedthatsmartdrainagedeviesshouldbeincudedintheconstructionofigh standard farmland,and the subsidy funds should be increased by2 1OO-3 75O yuan ⋅hm-2 on the existing basis.Under the scenario of additionalsewagecharges,itissuggestedthatsartdainagedvicessouldbeincludedinthlistofagriculturalmachnerypurhase subsidies,andthesubsidystandardshouldbe1140-2O1yuanperunit.Thisstudydemonstratesthattheselectionofdiferentiated compensationtolsndteetermationofstaddsfordifretysoftecoloiesdsubctsarnecarytofeivelyeete incentive effect of ecological compensation policy.
