德国乡村现代化的动力机制演进及实践启示

——基于产业与规划双重视角

Abstract Ruralmodernizationis notonlyacore dimensionofChinese-style modernizationandruralrevitalizationbutalsoacomplex systematicproject.Atpresent，thepathdependenceonexogenousfactors inChina'suralmodernizationisstillevident，and thereisalackofinternal driving forcefordevelopment.Basedonthe theoryofsystems，thispaperconstructsa"push-pull" dynamic system forrural modemization andanalyzes theaction mechanismsand transformations ofindustrial development and planning control in German rural areas froma diachronic perspective.The study finds that rural modernization in Germanyhasgenerallygone throughadevelopmentprocess dominatedbyexogenousdrivingforces，theriseofendogenous driving forces，andthecomprehensive effectof both exogenous and endogenous driving forces （new endogenous mode）. Industrial development and planning control have shifted from being mainly driven by exogenous forces under strong govermment intervention tobeing driven by endogenous forces empowered byregionaldominanceand local knowledge.By analyzing thedevelopmentcontextand the evolutionof the dynamic mechanismofrural modernization in Germany，this study aims to provide references for the industrial development and planning controlin China's rural modernization.
