AbstractSuperhubshaveemergedascrucialdriversof globalurbanevelopment,leveragingdiversepassenger,logistics,nd information flows.This paper conducts a systematic examination of the development characteristicsof global super hubs. Specificallytheyengageiglobalesoureallocationviandustrialimpetus,tairegionalitegateddevelopmentthough comprehensiveapproaches,andestablishaliberalizedanduser-friendlypolicyenvironment withinstitutional innovationat thecore.Throughcomparativeanalysis,itisrevealedthatdomesticsuperhubsfaceseveralchalenges.Theyaredefcientin industrialsystemconstructionandregionalresourceintegration,andthesynergywithcitiesexistingresourceendowments anddevelopmentstagesisinsuficient.Moreover,theefortsinpolicysupportandinstitutionalinnovationarerelatively lackluster.Taking ShanghaiEasternHubasacasestudy,thispaperexplores novelpathwaysfortheplanningandconstruction of superhubs.Theobjectivesare thre-fold.Thefirstistoachieveinternationalconnectivityandregionalcoordinationby establishingaglobalserviceplatformwithintheair-railintermodaltransportsystem.Thesecondis toadoptaphasedollng development model toaccommodatethedemandsof international passnger fowsand industrialpopulations.Thethirdis to spur institutional innovation to promote free trade and offer convenience-centered policy support.
