AbstractSuperhubshaveemergedascrucialdriversof globalurbanevelopment，leveragingdiversepassenger，logistics，nd information flows.This paper conducts a systematic examination of the development characteristicsof global super hubs. Specificallytheyengageiglobalesoureallocationviandustrialimpetus，tairegionalitegateddevelopmentthough comprehensiveapproaches，andestablishaliberalizedanduser-friendlypolicyenvironment withinstitutional innovationat thecore.Throughcomparativeanalysis，itisrevealedthatdomesticsuperhubsfaceseveralchalenges.Theyaredefcientin industrialsystemconstructionandregionalresourceintegration，andthesynergywithcitiesexistingresourceendowments anddevelopmentstagesisinsuficient.Moreover，theefortsinpolicysupportandinstitutionalinnovationarerelatively lackluster.Taking ShanghaiEasternHubasacasestudy，thispaperexplores novelpathwaysfortheplanningandconstruction of superhubs.Theobjectivesare thre-fold.Thefirstistoachieveinternationalconnectivityandregionalcoordinationby establishingaglobalserviceplatformwithintheair-railintermodaltransportsystem.Thesecondis toadoptaphasedollng development model toaccommodatethedemandsof international passnger fowsand industrialpopulations.Thethirdis to spur institutional innovation to promote free trade and offer convenience-centered policy support.
