央地协同创新赋能农业新质生产力发展的内在逻辑与实践路径

——以福建省为例

Abstract：【Objective/Meaning】The development ofnew qualityproductive forces inagriculture is thecoreof promoting the agriculturalhigqalitydvelopntApresent，tegiculturalsieneadtechologyiovationinhinaisatciticalstageof transitioningfrom“partialbreakthrough”to“veralliiencymprovement”.Soitisurgenttouildanentcetal-loal collaborativeioatinmcansmtoreakteadministratiebarersntegateteientificdteologicalound improve the eficiencyofagricultural scienceand technologycollborativeresearch.【Methods/Procedures】Bycombing the theoreticalbasisdtocalolutoofttraloalolboratieiovatioiture，tiltisit facedunder thenew situation were systematicall analyzed.Then，bytaking theAgricultural High-quality Development Surpassing Collaborative Inovation Project jointly implemented byFujian Province and the Chinese Academy of Agricultural Scienes as an example，thepracticalresultsandrealisticbotlenecksof thecolaborative modelwereanalyzedfromtheperspectivesofscientific andtechnological resource allcation，project layout，talent sharingandpolicy incentives.【Results/Conclusions】Theesults showedtat：thecentra-localcoordinationcouldefectivelyempowertheimprovementofnewqualityproductiveforcesin agriculturebyoptimizingthelayoutofsientificandtechnologicalresoures，strengthenngthecoordinationofsientificrsarch， promoting thetwo-wayflowof talents and improving the policysupport system.ThecaseofFujianshowedthat： hecollaborative enginering hasachievedinitialresultsinintegratingtheresourcesandfocusingonthekeyareas，buttherewerestillsome botlenecks such aspoormechanismconvergenceandinsuficientincentives.Terefore，inthefuture，it wasnecessarytofurther strengthenthetop-leveldsign，improvetheprojectcoordinationandachievementsharingmechanism，buildalong-tetalet exchangeplatform，andincreasethepolicyincentives，thustoimprovethecentral-localcolaborativeinovationsystemand continue to drive the development of new quality productive forces in agriculture.
