治理网络视域下两岸乡村融合发展的政府作用机制研究

——以福建省三明市为例

Abstract：【Objective/Meaning】TheintegrateddevelopmentofruralareasacrosstheTaiwan Strait isacrucialfieldfor deepeningthecros-straitintegration.Inthisprocessthegovemmentplaysacoreoleanditsoperationalmechanimurgetly neds to be systematicall researched fromthe perspective of modern governance theory.【Methods/Procedures】Based onthe analysisframeworkofgoverancenetworktheory，Sanming CityofFujianProvince，thefirst“Cros-StraitRuralIntegration Development Pilot Zone”inChina，wasselectedasacasestudyandtheroleorientationandactionpathofthegovementin promoting thecros-strait rural integrationweresystematically examined inthis paper.【Results/Conclusions】Theesearch showedhatinthegovernancenetworkofintegrateddevelopment，thegovernmenttranscendedtheoleofatraditionalmanagerand played thetriplerolesof“network builder andruleseter”，“network manager and resource integrator”，“network facilitator andserviceenabler”.Although thepractices inSanming Cityhaveachieved notablesucces，theystillfacedthesystemicobstacles suchasthenetworkoordinationfilure，，networkmanagementinefectivenessandnetworkparticipationimbalance.Terefore，it was necessarytosystematicallyimprove thegovernanceefficiencyof thegovemment byreconstructing thehigh-level integated govemance mechanism，optimizingthepreciseempowerment-orentedservicemechanism，andconstructingtheinsttioalized multi-stakeholdercogoveranemechanism，soastprovideteoreticalfereeandpracticalpathwasforthecro-straitrural integration.
