Abstract：【Objective/Meaning】In order to implement the strategic plan of the CPC Central Commiteeto explore new pathways forthe integrateddevelopmentacrosstheTiwan Straitsand promote theintegrationpracticeof thetwosidesin therural areas，theconstructionofthefirstCros-Strait Rural Integrated Development Pilot Zone in Sanming ofFujian wastakenas an example，anditsexperiencesandlessons weresummarized，inordertoprovideamodelreferenceandpracticalenlightenmentfor otherregions topromotethecros-strait integrateddevelopment.【Methods/Procedures】Through policyanalysis，typicalcase combingandfeldesearch，tepacticalpathsofthepilotzoneintedimesiosofidustrialintegration，socialgoveaeand culturalexchangeweresystematicallyviewedanditsproblemsinteaspectsofinsuffcientcodinationofprojectaing， fragmentationof goveracesystemandweak identity-building mechanismwererevealed.Last，theoptimizationsuggestions were putforward basedonthe theoretical frameworkofintegrated development.【Results/Conclusions】The study found thatSanming hasprelminarilyestablishedareplicableandscalable integrated development model through theresourcecomplementarity， institutionalinnovationandplatfoconstruction.However，thedeeperintegrationrequiredaddressngtheinstitutioalgaps， enhancing thepolicyoordinationndstrengtheningthegrassrootsfuntions.anming'sexperieceproidedapracticalsplefor the regions with relatively weak resource foundations to advance the integrated development.
