Research on the Situation Perception and Systematic Construction of China's Digital Aging Policy Development

Abstract China's digital elderly friendly policies have gone through three stages of development： exploratory initiation （2015-2019），rapid growth （2O2-202l），and stable depening （202 to present）.Through textanalysisof5ldigital aging policies issued bythecentraland ministerialdepartments in China，itcanbeperceived that thelogicofChina's digitalaging policies hasachieved iterative upgrades frombasic guarantees to technological empowerment，and then to ecological construction.Thealocationof policytools presents the characteristics of"heavysupply，weak environment，and lightdemand"，andtheeffectivenessofinstitutional incentivesandmarkettractionhasnotbeenfullreleased.Theparticipating entities form anon-equilibrium collborative network ledbythe government，and thecollaborative linkage mechanism among multipleentities stillneeds to be improved.Entering the periodof thel5thFive Year Plan，a systematic construction of digital elderlyfriendly policies canbecarriedout from fourdimensions：top-level design of rule of law， balanced policy tools， ecological coordination of subjects，and long-term governance guarantee.
