数据开放提升地方政府全民健身公共服务治理绩效的驱动因素与组态路径

——基于全国31省级政府的fsQCA分析

Abstract：Data openness is a powerful means tounleash the potential of data elementsand enhance the governance performance of government public services for national fitness.This study，based on a configuration perspective and drawing on the TOE framework，conducts a fuzzy-set qualitative comparative analysis （fsQCA）of 31 provincial governments in China，exploring thedriving factors and configuration paths fordata openness to enhance the governance performance of local govermments‘publicservices for national fitnessfrom the technical，organizational， andenvironmental levels.Theresearch finds thatasingle variable cannot independentlydrive theimprovementof government governance performance，but the development level of big data，the development level of marketization， and the effect of digital governance have demonstrated extensive application valueand explanatory power in this process.In the overallconfiguration analysis，five paths are identified and summarized into three adaptation models ： digital intellgenceleading-fiscal support type，organizational emphasis-market alocation type，and platform drivenfiscal guarantee type，which indicates that improving government governance performance in public fitness services through data openness is acomplex and concurrnt evolution process.In the comparison of regional configuration，it is further found that six paths aregenerated in economically developed regions，whileonlyonepath is generated in economicallyunderdeveloped regions.Both types of regions can achieve governance performance improvement through the"diferentpathsleading tothesamedestination"approach，highlighting thediversityof governancepathsunder the diferences in regional economic endowments.Accordingly，countermeasures and suggestions are put forward： clarifying standards to focus on the appication normsof various scenarios，enabling cross-domain collaborative governance among multiple subjects，and optimizing the ecosystem toenhance the efectiveness of government governance.
