我国高等教育数字化转型政策特征研究

——基于政策工具视角的NVivo分析

Abstract:With the in-depth application of digital technology in productionand social fields,digital transformation has become a strategic choice and inevitable trend for the development of higher education in China.Based on the policy tool theory and with the help of the NVivo qualitative analysis tool,a textual content analysis wasconducted on 28 issued policies related to the digital transformation of higher education. In response to the current problems in the digital transformation of higher education. It is urgent to improve the policy system to address the issues of insuffcient policy structure matching and rigid constraints,unclear requirements for digital literacy cultivation,and unbalanced application of policy tools in the current digital transformation of higher education. Firstly, supporting measures should be strengthened,clear implementation rules and standardized requirements should be formulated,and the operability and binding force of policies should be enhanced. Secondly,digital literacy cultivation should be incorporated into policy priorities,an indicator framework covering teaching,learning and research links should be constructed,and the al-round development of digital capabilities should be promoted.Finally,the allcation of policy tools should be optimized, capacity building and learning support should be strengthened, incentive mechanisms should be improved,and policy coordination and overall effectiveness should be enhanced.
