Abstract： Accelerating the high-quality development of characteristic and advantageous industries is a key task of promoting the formation of a new pattern in the western development.By virtue of five empowerment systems，including the iteration of digital and intelligent technologies，the spatial reorganization of factors，the conversion of ecological values，the establishment of an open system， and the formation of a common prosperity mechanism，new quality productive forces have effectively addressed the resource dependence，spatial constraints，ecological restrictions，low-end lock-in，and governance dilemmas faced by characteristic and advantageous industries in ethnic regions. The highquality development of such industries in ethnic regions can be advanced through four mechanisms： the endowment-driven technology leapfrogging mechanism，which enables the reconstruction of traditional industrial capabilities；the market-embedded outward breakthrough mechanism，which reshapes the position in the industrial value chain； the cost-internalized green and intensive mechanism，which facilitates the symbiosis of eco-economic values；and the structure-coordinated multi-drive mechanism，which promotes co-governance by multiple subjects. At the practical level， ethnicregions should adhere to four implementation paths-integrated innovation of digital technologies，cross-border and trans-regional opening-up and coordination，sustainable development of the eco-economy，and construction of symbiotic organizations-to propel the formation of a new pattern for the western development.
