Abstract：Theprevious version the Mineral ResourcesLawplacedgreatemphasisonindustrialdevelopmentanditsoutcome. Thevaluorientationinsidewasrelativelyplainandinsuficientforpractice.TheO24revisedMineralResourcesLawintroduces significantinnovationsinbothcontentandstructure，shftingtowardamulti-dimensionvalueorentation.Thispaperexamiesthe valuediversitythenewMineralResourcesLawanditspracticalsignificanceundermoderizedstategovernance.Itanalyzesthe law'srevisionsfromtheperspectivesmineralresourcesecuritysafeguards，ecologicalrestorationandcordinatedmechanismfor miningrightsandlandusage.Curently，theimplementationthenew MineralResourcesLawstillfaceschallengessuchas incompletesupprtingregulations，obstructed interdepartmentalcoordinationandinadequateinformationchannels．Future optimizationsouldbefocusedoncompletingsupprtingregulations，strengtheninginterdepartmentalcollborationandinforation sharing，improvingthemanagementsystemstrategic mineralresources，leadingtheminingrightsundermarketorientation，and promoting the sustainable development the mine industry.
