Abstract： The Chinese government drives the high-quality development of the sports industry through systemic innovation in financial instruments，aiming to resolve long-standing financing difficulties and enhance the sector ‘s self-sustaining growth capacity. The Guiding Opinions align national strategic objectives with critical industry pain points， focusing on key areas such as sports infrastructure，and aim to strengthen financial guarantees.By leveraging financial tools， the policy seeks to foster industrial integration， structural upgrading，and the release of public health and sports consumption potential.This study argues that， given the inherent characteristics of the sports industry—including its positive externalities and public welfare atributes—financial support will inevitably confront challenges such as mismatches between industrial atributes and financial investment logic，inadequate adaptationof financial services to industrial innovation，limited venture capital participation， weak risk assessment and internal controls，and declining policy effectiveness.In the future， government should enhance policy coordination and integration， establish financing models for the sports industry with active government participation， strengthen risk management and internal control systems within financial institutions，and accelerate innovation in sports-related financial products，thereby enabling finance to generate both economic and social benefits for the sports industry.
