Evaluation of the Implementation of Standards in the Field of Stadium Services ： System Construction and Application Suggestions

Abstract： Evaluation of standard implementation is an effective means to assess the current status of standard implementation in the field of stadium services，guide the standard formulation，revision and implementation， and is of great significance in promoting the standardized construction of stadiums and improving the opening， management and service level of stadiums. This study takes the standards in the fieldof stadium services as the research object，based on the standardization system engineering theory，PDCA cycle theory，and using the literature method，Delphi method， and mathematical statistics，through clarifying the goal orientation， value pointing，and building the theoretical framework， it constructs three first-level indexes consisting of the quality level of the standards，the implementation of the standards，and the benefits of the implementation of the standards，the applicability， the advancement， the coordination， the promotion， the implementation， the economic benefits，and the benefits of the standards. The evaluation system of standard implementation in the field of stadium services was constructed by clarifying the goal orientation and constructing the theoretical framework. The weights of the indicators were calculated by using the preferential order diagram method of SPSSAU V21.0 tool. This study puts forward four suggestions： clarifying the application goal and constructing an evaluation consensus; identifying the application subject and encouraging multi-party participation; innovating the application method and enriching the application context; and clarifying the feedback principle and establishing a feedback mechanism.
