SWOT Analysis and Strategic Research of Public Libraries in Xinjiang under the Cultural Nurturing Initiative

Abstract：Cultural nurturing in Xinjiang isa vitalcomponentof the strategyofthe Communist partyof China for governing Xinjiang in the newera.Aspublic cultural institutions dedicated to preserving civilizationalheritage and serving society，public librariesplayan ireplaceable role inthis initiative.Thispaper systematically investigates the functional positioning and practical pathways of public libraries in Xinjiang of the cultural nurturing initiative，employing a SWOT analysis framework.The findings indicate that public libraries demonstrate significant advantages in policy support，resource endowments，and functional positioning，yet face notable shortcomings in professional capabilities，service coverage，content format，and long-term mechansms. Meanwhile，the releaseof policy dividend，the growth of publiccultural demand，deepening regional cooperation，and advancements in new-quality productive forces present critical oportunities for public libraries to engage in cultural nurturing in Xinjiang.Proposing measures including deepening policy implementation，activating distinctiveresources，strengthening regional collaboration，reinforcing ideologicalsecurity，cultivating diferentiated branding，and advancing technological adaptation upgrades.The findings provide significant theoreticaland practical value for enhancing the eficacyof Xinjiang's public libraries in cultural nurturing，fostering interethnic communicationand integration，and driving high-quality cultural development in frontier regions.
