A Review of Research on Primary-Level Libraries in the Context of Building World-Class with Chinese Characteristics （2015-2025）

Abstract:Primary-level libraries,as pivotal nodes in the modern public cultural service system,directly impact the protection of the basiccultural rights of county-level populations.Grounded in the critical development periodof 2015—2025and oriented toward the goal of building world-class primary-level public libraries with Chinese characteristics,this paper adopts the practice-institution framework asitsmethodological support.Theanalysis follws a logicalapproach,movingfromexternalpolicydrivers tointernal institutionalinnovation,andfromorganizationalrestructuring to the sublimation ofservice value.The study finds that policy evolution has shifted fromfacility coverage to efficiency enhancementand from government-led initiatives todiversified participation.Teconstructionof service systems has undergone a transformation characterized bythe deepening of the central-branch library system and he integrated development of cultural facilities.Innovations in operational modelsare manifested in the deepened participation of social forces and breakthroughs inthereformofseparationof tworights.Furthermore,theroleof primary-level libraries hasbeen restructured to embracecultural responsibilities for rural revitalizationand the expansion ofdiversified service functions.Theresearch indicates thatthedevelopmentof primary-level libraries isasystematic project involving the interaction of policyand practice,as wellas the synergy of institutions and innovation.Itrequires further advancement in four keyareas:the construction of a theoretical system,thedesignof institutional mechanisms,the evaluation of service effectiveness,and the localizationof international experiences.This provides both theoretical support and practical guidance for establishing a primary-level public libraryservice system with Chinese characteristics.
