Abstract：Basedonthedataanalysisof554appealsinthe“handingcomplaints”workinKStreet，BCity，itwasfoundthatthe “handlingcomplaints”procedureidlephenomenonoccursfrequentlyduringthecomplaint，andthecomplaintmechanismhasweakindividualesponsebilitoeterogeeousappealparts，nd“anlingcomplaints”asecome“tool”forthappealerstobusethir rights.Thefourbasicelementsofcoectionfrequencyesponseadpowercanbeextractedfromhelitigationfcerelatioshipn thefaclificationofteligationfferelatioshipnthefuture，weshouldstartfromtebasicelementsofthecomplaintadling relationship，andbreakdownthepracticalpainpointsoebyone.Accordingtotheconectingelement，theaceptanceprocesofppealitemsisdividedintodiferenttages;apunishmentmechanismforabuseofrightsisddforfrequencyelements；responseleent areadjustedtroughthehierachicalmanagementofappeals；theassessentsystemisimprovedtooptimizethedrivingforceelements， comprehensivelyimprovethedemandcarringcapacityof“handingcomplaintsimmediately”，andpromotethelong-term，preciseand standardized grass - roots governance.
