AbstractFrom 2O18 to 2O21，amidst the backdropof composing a new chapter inthe modernization of a“prosperous， strong，beautiful，andadvanced"Jiangsu，theprovince'spublic librarysectorachievedhigh-qualitydevelopment.Thisstudy basedonassessmentdata from Jiangsu’sparticipationintheSeventh National EvaluationofPublicLibrariesabove the CountyLevel，systematicallanalyzes theachievements inthe high-qualitydevelopmentofJiangsu’spublic librariesduring 2018-2021acrossixdimensions：systemdevelopment，facilityconstructionfundingsecurity，resource development，ice fectivenes，and talentdevelopment.Theresearchshowsthat Jiangsu’spublic librarysystemhasachieved integrated urban-rural developmentand leads the nation in overallperformance.Four distinctive development pathways-qualityoriented，balancedn，ndintegratedavemeged.eprovicesdevelodariesoftiveinovativeodels in space，technology，services，and branding，puting the people-centered service philosophy into practice.
