AbstractThered cultural resources in ethnic minorityareas serve as aspiritualsource for conducting patriotic education. This article，inlightof the trendof integrated developmentoflibraries，archivesand museums （LAM）athomeandabroad， analyzesthe valueco-creation mechanism inthecollaborativedevelopmentofredculturalresources byusing the“structureprocess-outcome"framework.Inthestructural dimension，the multi-sourceand heterogeneous characteristics ofredcultural resources andthesimilaritiesandcomplementaritiesofthefunctionsof publiccultural institutionshave givenriseto the establishment of acollaborativecommunity.Inthe processdimension，te integrationofresources underthe consensus of values andtheconstructionofdigital platforms underthesharingofvalues havefacilitatedtheaggregationandjointoperation ofredculturalresouces.Intheoucome dimension，throughtherenewalofcultural value，theactivationofeducational value， andtheexplorationofeconomicvalue，theactivationandutilizationofredculturalresourcescanbeempoweredinmultiple dimensions.Finally，the“clovermodel"isutilizedtoexplainthepathsforthreetypesofcultural institutions tocollaboratively develop red cultural resources under the guidance of the value co-creation idea.
