Empowering High-quality Development of Public Libraries With New Quality Productive Forces： Value Implications， Logical Mechanism and Practical Path

Abstract New-quality productive forces provides strategic guidance and systematic momentum for promoting the high-quality development of public libraries.From the perspective of value implications，new-quality productive forces empowerment isan inherent requirement for the intelligent transformationof public libraries，a practical need to safeguard people's public cultural rights and interests，an inevitable choice to promote the inheritanceof excellent traditionalculture，andanecessarypath topromote theintegrateddevelopmentof urbanandrural spiritual civilization construction.New-quality productive forces enhance theopennessof public libraries through data elements， strengtheningthe inteligenceof public libraries withadvanced technology，and enhancing the inclusivenessof public libraries throughspatialintegrationtocoordinatethesharingofpubliclibraries throughresourcessynergy.Allaboveare thelogical mechanism which canrealize the effectively empower ofthe high-qualitydevelopment of public libraries. Withfocusing on thenational strategy for the digital development of culture，it proposes a practical path system including strengthening thegovernment'sleadingrole，formingatechnology integrationefect，leveragingtheefficiency of emerging industries，cultivating composite professional talents，and solidifying the concept of green-sharing.
