A Century-long Historical Review and Major Experiences of The Communist Party of China in Balancing Development and Security

Abstract：Balancingdevelopmentandsecurityisanimportant experienceforTheCommunistPartyofChina inrevolution， nation-buildinggovernance，andnationalrejuvenation，anditisdeplyimprintedintherevolutionarygensofTheCounist Partyof China.Intheevolutionoftheconceptof"balancingdevelopmentandsecurity，"thePartyhasgraduallyshifted from "security-centric" approach toa"development-centric"approach，andcurrentlyemphasizes theequal importanceof developmentandsecurity.Thisseriesof transitionshasbecome thestrategic guidelineforthenewdevelopment pattrnandthenew securitypaternof Chinese moderization.Tespecificconnotationsofthisstrategic guidelineareasfolows：adheringtohecore leadershipoftheParty，upholdingputingthepeopleinthefirstplacestane，maintainingthespiritofupholdingfundamental principlesandbreakingnewground，adering totheprincipleofindependenceandself-eliance，promotingthespiritofdaringto struggle，embracingaglobalvision，andbeingcommited toachievingadynamicbalancebetweenhigh-qualitydevelopmntand high-levelsecurity.Testrategicguidelineofbalancingdevelopmentandsecurityprovidesasolidtheoreticalunderpiinganda powerful practical guidanceforthegrand goaloffullybuildingamodernsocialistcountryandopening upanewchapterof the causeof socialism with Chinese characteristics.
