Abstract：Flexible homesteadutilizationwas keytoeasing therurallandwaste-development spacecontradiction.Usingthe S-CAD methodndstakeholderresponsemechanism，thispaperanalyzedTianjin'shomesteadflexibility-utilizationpolicyandprobedinto policy-systemresistance.Thefindingsareasfolows：First，thedominantpolicyperspectivecenterson "securing farmers'housing， revitalizingidalmesteads，ndootingthitesiese"，itiglylgicallyntscod，ineyai policyelementsoftenhavehighnecesitybutlowsuficiencywithsomepolicylinkssuferingfrominadequateresoureinputand insuficientstrengthAlltakeholdergroupsencounteresistane：vilagers'policyatitdesremainlyshapedbythetransferablitf theirqualificationigts.Ioclusin，eapersuggestsogpolyoals，duinggasros-leveliplemetatioise detailing compensation standards，and enhancing livelihood guidance to refine relevant policies.

当前，宅基地利用问题主要集中在两方面：一是“城乡两栖”的进城农民对于农村宅基地“占而不住”，导致宅基地闲置；二是宅基地用途被限于居住，导致其财产功能被抑制。（剩余10288字）
